It is "off season", but it's still a good time to go....just before the "rainy season" and without the increasing chance of hurricanes and tropical storms as the summer progresses.
May is a good time to land travel deals because the spring break peak is long gone, and because tourist areas like Cancun or Playa del Carmen are much less popular in summer than they are in winter months, when northerners head south to escape the snow and freezing temperatures.
Other parts of Mexico, though, can be quite popular in the summer (it varies a lot depending on where you're thinking of going).

Mexico is one of the most popular tourist countries on earth (over 20 million foreign visitors last year). Much of the tourist industry is centered around the beach resorts as well as the altiplano in the central part of the country.
